Using your "god theory" it would basically amount to "god" saying "HOLY SHIT! people are killing this bacteria and living! NO! I cannot have this! I hereby alter this bacteria so more people get sick and die!"

If we define God as 'all that there is' then logically God cannot create something that is not-God. But he could contemplate the concept, and decide to experience it through beings created in his own image, such as us.
