I forgot my login password for my dell.

I'm a dumbass and forgot the login password for my dell, which has windows 7. I downloaded this program ( [link to pogostick.net] ) onto my old mac. When the program is downloaded, I cannot run it on my mac, because i have no program to run it with. so anyways. I put theese fies which i cannot open onto a flash drive, and hook it up to my dell. After typing my administrater [password, (the one before the login password) I hit f12 to access the boot up page thingy, which does tell me that the flash drive is indeed hooked up to the computer. When i select the flashdrive, it leads me to a blank page with the little blinky thing in the top rite of the screen. I cannot leave this page without hitting ctrl-alt-delete, after which my comp shuts down and nothing has changed.
