Well think about it, every organisation needs to keep records, collaborate on projects, store data, communicate. They don't just buy a web hosting package and plonk all their data on the web. They have networks which can only be accessed from a physical location, a local area network (LAN) linked to other sites either across the Internet using encrypted protocols or for even more security via some other method - think satellite, microwave links, private fibre etc.

The only way onto these networks is if you are able to establish a VPN session - even the most ordinary of these networks (my own employers for example) gives each of it's users a security token, which gives a sequence of digits every 10 seconds to accompany the username and password. Having someone's password isn't enough. Some systems will require a card be inserted into a reader before they can even enter a password.

over all people think that there are 8 layers in total. the last one being the primarch system. you need quantum computing to get past the 6th layer. and this is where things get REALLY ****ed up.
the 7th layer from what i know is where the big players are. they are all trying to stop each other.
basically there are hundreds of million (or billion) dollar operations gunning for control.
