"Hispanics" are descendants of Native-Americans or mixed Europeans/Natives that now speak Spanish and live a different lifestyle. The people you have in mind live in Indian Reservations, however they and good percentage of "Latinos" belong to the same race or even the same ethnic group. Check out the Mexican People wiki page:

White or Spanish heritage: 1,404,718 (10%)

The point is, this people you call "Hispanics" have barely anything to do with Spanish Europeans in behavior and crime rate
