If they know someone in one of those apartments, they could potentially get away by hiding out.

These used to happen about three times a week when I was living out there 10/12 years ago. So stupid, but it makes good TV so they always hit the news. On slow news days even CNN, MSNBC, FOX would cut into the feeds for these chases.

These guys ALWAYS got caught. Occasionally they end very, very badly for the perps. I didn't watch this, but they actually got away? How did they manage that?

Friend of mine had a screenplay idea where the guy goes into an underground parking garage at a mall, hops out and just disappears into the mall crowd.
