Wouldn't last long. a civil war is a war between two movements. The only 2 movements with enough people in them are the Left Paradigm and the Right Paradigm.

The city folks will evacuate when welfare finally dries up. They'll be slaughtered as they try to steel from the rural folks...and there is your "civil war".
