All government/US .mil infrastructure and technologies have been hardened to resist any EMP attack via weapons and even solar activity for over 5 years now. The EMP would normally be generated by nuclear detonations overhead major cities - unless of course, there are other ways of generating EMPs that are classified. Frankly, I would be more concerned at the EMP-type event triggered by a major solar outburst, such as the Carrington Event of around 1860. If the Sun did now, what it did back then - you can kiss goodbye civilization as you know it, and you can say hello to over 400 nuclear power station meltdowns as they all run out of fuel to keep the reactors cool.
