The government and law enforcement are not just out of control, they literally retarded. Why do they hire idiots to be cops? This is just plain stupidity, and makes everyone involved except the kid who cut the fart look like a fucking idiot. The kid is just a normal kid and a victim of unbridled stupidity.

If had "passed" it and it was just on the library floor, that would imply he noticed it and someone ELSE put it there. So...one can only conclude that he "passed" it ... out his butt.
