As the story goes, they never had a choice. Dion said it above (the Canadian poster). There was no way to find him. Also, IMO, much of what he did occurred in the non-material, which would eventually manifest into the material. So, he planted all the seeds and influences etc., supposedly working directly as a conduit from Source, shaping, or rather...putting things in place to occur in the future. There was no way to track him down, because there was nothing to 'see' in normal everyday reality. No way to block him, no way to preempt him, no way to guess his next move, no way to do anything to influence him, manipulate him, etc.

And, he was placing these 'seeds' within the non-material - through what he thought of as dreams and visions and mental states you would think of as altered states of consciousness - with perfection because he was a pure conduit of Source. You might call it a highly advanced state of intuition. So, he wouldn't really know what he was doing, he was just experiencing life as he knew it.
