OP, nothing is too extreme to deal with this. I would not talk to them or call the police. Lowlifes that would leave a barking dog out all night will hold a grudge if you call the cops and it could turn into an ugly mess. I'd set the dog loose, he's obviously miserable and may run away and never come back, or get tragically struck by a car or something. If he's back barking the next night, it's mystery meat time. If after a week or two it still barks, call by-law/cops and start launching noise complaints.
