The primary care physicians have a portion of their pay withheld, and a bonus payment made for meeting "Quality Measures"
One quality measure: 100% vaccination rate.
Having one unvaccinated child could cut their annual income 6%.
Physicians are just pawns in this game too.

I believe 6% is the maximum penalty for missing the vaccination target, but it would lable them a "Bad Doc" on the health compare web sites and in the community. That would increase their malpractice insurance cost. It could potentially ruin a good Doctor. Sadly, you are right. Nothing good ever come out of social programs by socialists...
