I didn't know they had the power to do that, I heard people talking about it in the Park saying it is due to some malicious Malware.

Shutting off the root servers will have no effect unless they are off for 72 hrs. even winblows has it's own dns resolver cache.. in a cmd prompt type ipconfig/flushdns you should see your dns cache reset..
