Ah, people. Let me explain this to you.
These people are resigning for a simple reason: They need others to take the heat when the economy collapses so they can come back and "save the day."
Expect to see the same criminals in charge later.

The new guy can just say he is running and continuing the old guys stuff or trying to correct something from the old guy. The old guy is no longer much in the public eye. When you see a swarm of leaders changing the guard, then you can be sure that some event is approaching.
