God made the rules that sin can only be forgiven if someone gets tortured and killed. We are just supposed to forgive people whether they ask for it or not, but he can't. He demands payment.
So...he pays himself, by letting himself get tortured and killed, and it still isn't enough to get him to forgive you. You have to obey all of his commandments and repent and believe and pray without ceasing, etc.
