The main risk today is terrorists getting their hand on a nuke, or one of the smaller countries (NK, Iran, Etc) attempting something stupid.

If it's a terrorist, it will probably be Washington DC. Since that is the symbolical target. However, with the southern border being so porous. A target closer to that sector, Dallas, Los Angeles, but more likely Las Vegas (being the quintessential symbol of Western decadence).

With a smaller nation, the problem is the delivery system. It could be attempted to launch from a mobile platform, such as the Russian Cargo container launcher.

most likely however, would be that they simply store the device in a containter, load it onto a merchant vessel and send it into any city with a harbor. Houston with it's refineries would be a prime target, but it's location makes it less likely.

Norfolk, would be a probable because of the naval presence, again a symbolic gesture as well as a crippling one.

On the west coast, LA or Seattle seem to be the more likely choices.

assuming there was more than 1 nuke the first hit is likely to be a HEMP to take out as much electronic and electrical
systems as possible.

next command centers and i have no clue where those would be

next take out military systems of response ie airfields
and airports icbm sites etc

next civil infrastructure ie roads,rail, dams etc

all theses targets should be simultaneous or very close

finally possibly population centers which have not already been hit alogside other targets these pop centers may be held hostage to further nuc strikes these hits could
come days weeks or months after the initial strikes.

I'm going to say Chicago because I dreamed it was on fire and I saw it from the air when I was near death, but that was almost 4 years ago now.

In real life I had never been there and had no idea what it looked like and when I looked into Chicago after my vision (for lack of a better term), it looked just as I had seen except without all the fire.

those are the ones that pose an immediate threat to Iran,Russia and China

all other cities would be a waste of a nuke
the goal of a nuke would be to take out military resources and infrastructure

fl. is in the top five to be nuked if war broke out, because
we have naval base Mayport, with airfield plus two other
airfields on the west side of jacksonville, plus the biggy,
Yellow water nuke weapons storage, also on the westside of
jacksonville. And this is no secret. Its been in the paper
and on MSM news many times over the past thirty years.
