You need to watch Arpio's news conference.

There was 1 other bc that was released through MSNBC that has a white background that Arpio didn't touch. That white bg copy image I have already posted in this thread. Where did this 2nd copy come from ???No way of knowing. ...but the Whitehouse did not affirm that one to be "legit" so it doesn't really matter. It could have been the MSNBC goons making crap up. What matters is what the Whitehouse uploaded as the birth certificate.
I know it's long....but really....watch the video and you will understand what they did and why the UPLOADED one is what really matters from a legal standpoint.
