There are no more Tsars since the world revolution replaced the monarchies. Putin is a DICTATOR i.e. president, set to rule for another 12 years!
By then end of Putin's reign Russia will be an Islamic state.
Putin was put in by the Vatican to destroy the Orthodox same as Stalin.
