OP, Any thoughts about how you think people who stay in forclosed homes will be dealt with?

Your question is hard to answer because there will be many factors at play during the coming hard times.
The only logical thing I see when the shtf is they can't remove everyone from their homes, but once they come-a-knockin, you're gettin out on their terms (which will not be very nice.)
