Nation of Gangsters


A top fraud investigator for the Senate Finance Committee was savagely attacked outside her suburban Virginia home.

If Emilia DiSanto´s family hadn´t heard her screams, she would be dead.

Her murderer-to-be was a tall white man dressed like an executioner: black clothes, black hood, black gloves. The weapon was a baseball bat.

The hit man waited in the dark for DiSanto to arrive home from her office on Capitol Hill. He made no demands; he just started swinging.

The method is common to nations run by gangsters.

DiSanto is chief investigator for Senate Finance Committee Chairman Chuck Grassley, the Republican senator from Iowa.

Grassley is known for his aggressive oversight of the public and private sector.

Over the past year, he has scrutinized healthcare fraud, organ-donation procedures used by hospitals, drug-safety matters and the use of nonprofit groups related to former lobbyist Jack Abramoff.

In her line of work, DiSanto "doesn´t make a lot of friends," an aide said.

Grassley spokeswoman Jill Kozeny said federal and local law-enforcement officials have not ruled out the possibility that the attack was work-related. She said Grassley and DiSanto have discussed the incident.

Yes, that´s the same Jack Abramoff who ran some of indicted ex-House leader Tom DeLay´s main operations.

Mysterious deaths are not uncommon for those who take on the American health care industry or the international pharmaceutical industry. But the gangland-style attack on a Senate investigator has much more in common with the vicious gangland murder of Gus Boulis, who made a sour multi-million-dollar casino deal with Jack Abramoff.

It´s an ugly story, but not the worst of Abramoff´s legal problems. That would be his partnership with Adam Kidan, whose keen business acumen and sterling ethics had already led to multiple bankruptcies and the loss of his New York law license.

In 2000, Abramoff shiningly recommended Kidan to Gus Boulis as a buyer for the SunCruz casino boat fleet, which Boulis was being forced to sell because he wasn´t a U.S. citizen.

The buyout sounded like such a sweet deal that Abramoff decided to go 50-50 with Kidan, and the papers were finally signed in September 2000.

Boulis, who´d kept a stake in SunCruz, soon became enraged with Kidan´s free-spending management. Among those hired for catering and security services were Kidan´s old mob friend Moscatiello and another upstanding citizen named Anthony "Little Tony" Ferrari. When Boulis started to raise hell about the money, things grew so tense that Kidan got a restraining order and even hired three bodyguards.

Boulis filed suit, and the next month he was dead, shot to death in his BMW after leaving his office in Fort Lauderdale. Like Abramoff, Kidan says he knows nothing about Boulis´ murder.

Today in Fort Lauderdale, three Mafiosi pleaded not guilty to the murder.

Abramoff and Kidan were indicted in August by a grand jury in Fort Lauderdale on wire fraud charges related to their 2000 purchase of the casino company, SunCruz. They will go on trial in January, if the prosecutors live that long.

Ohio Congressman Bob Ney had his own role in the Abramoff/Kidan crime wave -- his dirty dealings with Kidan are now being investigated by the Justice Department.

And this is only one of the Abramoff crimes currently being prosecuted. Here´s another one:

Whenever a newspaper or magazine has attempted to unpack the scandal, they have found it necessary to print dense flow charts marking the intricate connections and the flow of money and influence between all the players—Abramoff, Republican uber-activist Grover Norquist, political consultant and former Christian Coalition head Ralph Reed (currently running for lieutenant governor in Georgia), Karl Rove, Tom DeLay and many others. The tentacles of the scandal reach through the Republican lobbying establishment, Congress and even the White House (former White House procurement chief David Safavian was recently arrested for lying to investigators about his contacts with Abramoff).

It also touches nearly every part of the Republican coalition, including the religious right, whom Abramoff and Reed played for suckers. As Abramoff partner Michael Scanlon put it in a recently revealed e-mail, “the wackos” -- i.e. the Christian right -- could be mobilized to work against an Indian casino proposal, even though the effort was being sponsored by another Indian tribe looking to protect their own casino from competition. “The wackos” were brought in with the help of Ralph Reed, despite his well-known religious opposition to gambling. Reed was paid $4 million for his efforts (score one for Mammon).

What is so disturbing about the Abramoff scandal isn’t just the way he fleeced his Indian clients, but how the apparatus for doing so was so neatly in place. Abramoff simply had to plug his marks into a circular web of money and influence that connected interest groups, lobbyists, Congress and the White House. When Abramoff told them to give money to this or that conservative interest group or Republican candidate, they went along, and the recipients were glad to help.

And though Abramoff and his partner Michael Scanlon took their clients for tens of millions of dollars, they did get something for their money. Here´s an example: One of the bagman organizations was the Council of Republicans for Environmental Advocacy, to which Abramoff instructed his clients give $250,000. CREA -- which claims to be an “environmental” organization, yet is funded by the typical list of interest groups “concerned” about the environment (mining companies, chemical companies, etc.) -- was started by Grover Norquist and Gale Norton, the secretary of the interior.

For some mysterious reason, CREA head Italia Federici repeatedly contacted Interior Department officials to push the cause of Abramoff’s Indian clients, despite the fact that their interests did not seem to have much to do with the environment. But according to one Interior official who testified before the Indian Affairs committee, one of the people Federici pressured -- Norton’s second-in-command, Steven Griles -- “had a very keen interest” in the case of a competing casino Abramoff’s clients were seeking to stop, and made “constant requests to be involved in meetings” on the matter (Griles denies this).

E-mails revealed that Abramoff made Griles a job offer to join his lobbying shop (Griles would have been right at home working with Abramoff; before becoming the deputy secretary of the interior he was a lobbyist for oil and mining companies).

And it wasn’t just CREA; the AP reported that staffers in Tom DeLay’s office assisted Abramoff in the effort to block a casino belonging to the Jena Choctaw tribe, which would have competed with the casino owned by Abramoff’s client, the Coushatta tribe.

And that was just one case.

FBI called in on Hill

The FBI and Capitol Police are investigating the vicious attack of a top Senate staffer at her home last week amid concerns that the assault might be related to her work on the Finance Committee.

Emilia DiSanto, chief investigator for committee Chairman Chuck Grassley (R-Iowa), arrived at her suburban Virginia home after work Wednesday about 6:30 p.m. As she was unloading belongings from her car, a 6-foot-1-inch white man dressed in black struck her repeatedly with an unidentified object believed to be a baseball bat.

After she screamed to her family inside the house, the assailant fled. DiSanto was transported to Inova Fair Oaks Hospital, where she was treated for significant upper-body injuries. Nine staples were needed to close her head wound.

DiSanto, who declined to comment, has reported back to work.

The attack and the possibility that it was motivated by congressional business have made some people anxious on Capitol Hill.

“This is of obvious concern to anyone working here,” a Senate staffer said. “It’s very disconcerting when you worry about someone resorting to violence. This could be intimidation, and you wonder whether it’s safe to do your job.”

The attack on DiSanto came two days before a bomb threat caused alarm at an Iowa veterans home where Grassley was scheduled to appear.

According to the Iowa Times Republican, an anonymous caller told a switchboard operator Friday that a bomb would detonate in the center’s cemetery shortly before 1 p.m. The threat was not in the area where Grassley was scheduled to appear and later was deemed a false alarm. Grassley made the visit to the center as planned.

No evidence has surfaced that definitively points to DiSanto’s work on the Finance Committee as the trigger for the attack, but sources say there are a number of clues that suggest it could be.

The assailant was trying to hide his identity, wearing a hood and black gloves. He also did not make any demands before attacking the 49-year-old staffer. A working assumption among investigators is that he was waiting for her to arrive home.

Sources say acts of violence in DiSanto’s neighborhood are rare.

The only reason why the FBI is involved is because the assault may have been work-related.

There is no indication that the bomb threat and the DiSanto event are related.

Fairfax County police are treating the attack as an attempted homicide.

Some Senate staffers said Capitol Police did not initially treat the attack as work-related late last week.

“We don’t do law enforcement, but that one was a really hard one to swallow,” a Senate aide said.

Capitol Police said they were deferring to Fairfax County police, who are taking the lead on the probe.

In response to the attack, Ken Cunningham, Grassley’s chief of staff, sent an e-mail to Grassley employees urging them to report any suspicious activity or incidents to the Senate sergeant at arms. Cunningham noted in the e-mail that Grassley had asked the FBI to investigate.

Grassley is one of Capitol Hill’s most vocal critics of the FBI.

Capitol Police Chief Terrence Gainer said the unit is looking at the possible relationship between the attack on DiSanto and her position at the Capitol.

“I think all the agents involved are looking into the motive,” he added.

Gainer said three agencies conferred Friday and yesterday to discuss the ongoing investigation.

An FBI spokeswoman confirmed the agency is looking into the attack.

Senate aides say they have been rattled by the incident, and some have taken extra precautions after hearing of it.

DiSanto has worked on the Hill for more than a decade. In July 2000, she was identified by Fortune magazine as one of the “Power 30” in Washington as the staff director for then-Senate Small Business Committee Chairman Kit Bond (R-Mo.). She also worked for the House Committee on Economic and Educational Opportunities in the mid 1990s.

Just another high school shooting in TN, more on the Aruba kidnapping, and a car chase from what I recall while briefly viewing the cable networks this afternoon.

Maybe MSNBC´s Countdown will have something more at 8PM, EST...
