Hello, this is an interesting topic. I am from the east too and live in US now. In our country, we always wash our butt after using the toilet. For people from US and other parts of the world who never wash after the business, this is a stupid, dirty act. For them, using the paper is the best cleaning method. For them this is the practice they have been following for centuries and they believe that is the best and they can't think about anything else. So far it worked for them and they don't see a reason to change it. But for people who have the habit of using water to clean, the use of paper never makes them feel clean and it is not a cleaner way in fact. You walk with a dirty butt till you have a shower. Your clothes may get dirty. You may make places like a public swimming pool dirty and spread germs in it if you go there without a shower. For people who are worried about getting your hands dirty, there are better ways to do it in order to get your hands getting dirty. In our country, many homes has a small hose attached to the toilet which has a sprayer at the end. After you do the job, you can spray water with force to the area and this instantly removes the dirt and makes it about 95% clean. Then you can wipe with a paper and dry off. Or if you want, after using the sprayer you can safely use your hand to clean up the area to your satisfaction and dry off with a paper. Then wash your hands with soap. Believe me this won't leave your butt or hands any dirtier.
In some countries, there is a stuff called "bidet" in their toilets to wash after using toilet. This is also a very good approach towards cleaning than using papers.
Baby wipes or wet wipes are good alternatives too if you can always carry one. If you don't have water, bidets or wet wipes in the toilet just like any american toilets, you can still do a decent job. Wet some paper (the hand wipes are better as it is sturdy)and keep it handy before you get in to the toilet. After you finish, wipe with some dry tissues first and then use the wet papers a couple of times. This way you can ensure an almost full clean up. whenever I am home, I use a mug and water to clean up and if I am outside the house, I do the above technique with wet paper. Don't say that I am mad. So far this worked the best for me and will work for you as well. Happy Cleaning!
