I believe the Tanach has a clearer understanding of Isa. 24:21-25

21. Declare and present, let them even take counsel together; who announced this from before, [who] declared it from then? Is it not I, the Lord, and there are no other gods besides Me, a just and saving God there is not besides Me.
22. Turn to Me and be saved, all the ends of the earth, for I am God, and there is no other.
23. By Myself I swore, righteousness emanated from My mouth, a word, and it shall not be retracted, that to Me shall every knee kneel, every tongue shall swear."
24. But to me did He say by the Lord righteousness and strength, to Him shall come and be ashamed all who are incensed against Him.
25. Through the Lord shall all the seed of Israel find righteousness and boast.

And simply because your added extension (NT)puts j'sus making a claim to that verse from the Tanach; it in no way indicates that the Tanack is speaking of j'sus.

When James tells you just the opposite.

James 1:13 Let no one say when he is tempted, "I am tempted by God"; for God cannot be tempted by evil, nor does he Himself tempt anyone.

A High priest should have an intimate understanding of the things he is making intercession for. To include being 'tempted' in the vessel of a man.

You and I are well acquainted with such things (being tempted, that is). But we are both loaded up with sin. Lots of it...

Where as He was/is not.

But what do you suppose the accuser of the brethren does day and night before The Almighty? Lots of scripture to show where the accuser 'tempted' the almighty. But He is/was not 'tempted' by such ongoing attempts/efforts.

So, we see a confirmation in James. He cannot be tempted by evil. Though some may try and try.

IMHO, accounting it is a matter of perspective. How one reads verses and applies them to all of scripture (context).

Those are my humble views.
