The sprayers could have a trick gauge or flights get redirected causing a shorter trip.

the person planning the fuel overfills but the barium separates at high altitudes so the dump has a higher concentration of aerosol.

It costs money, but if you take off from a nice long runway and have to land in a town with a short ass runway, crashing the plane over the edge due to not letting some weight off is a lot more expensive.
