Check out what the former minister of Defense in Canada has to say. He says clearly that these ET's have contacted the governments to offer their help, but they refused. He also says that at least the US have taken hostile actions against alien crafts, and that the aliens responded by shooting the US fighters down.

My original post asked for an answer regarding the question of "who" they contacted and in which government(s). I don't see an answer....and once again I must say:  I think I clearly stated that according to the defense minister the et's has AT LEAST contacted the US government. Now, WHO exactly, I don't know. Ask Paul Hellyer.
