None of them shall go pass the 4th dimensions without ascensions and therefore cannot ever acquired 4th dimension or higher technologies. To be in the 4th dimension you must be free of fear and any negative vibes.

Some part universes are very dense (denser than Earth) and some are not dense at all. There is Galaxy wars going on far away out of reach where higher technologies probably already at 4.0. I've seen a UFO very close up. I cannot say who was driving, but I saw the craft for sure. A small craft came down just above a 2 storey house roof top across the road from where I stood with my girl friend chatting at 2 in the morning. It was so close , I was merely meters away from being directly underneath it , I could see the lights around the bottom, white lights. And silver body work, no doors or windows that could be seen. Made no sound or air movement I remember.
