In Bible prophecy, "beast" = nation.
The beast that rose from the sea is America.
It symbolically happened in the year 1492,
the last year on the old Russian/Byzantium
calendar. As that year approached, Russians
became very apocalyptic thinking antichrist
would arise... and it did.

As for deciphoring what the beasts and horns represent in revelation go to Daniel and start at 8:20. Daniel very clearly tells you what these things represent. Like horns representing kings, beast represent kingdoms.
