The scriptures say that God Himself will set up Zion for "Israel, my glory..." -- right in Deuteronomy.
He didn't say that Judah should set it up only for themselves.
Israel includes Judah; Judah excludes much of Israel. Judah is wrong, Israel is God's people. Judah will be punished for their greed.
