Wouldn't they be bound to give parents an 'opt out' option?

If it's in conjunction with some sort of federal agency or even some type of emergency management (like I posted above), if there is some sort of sneaky allowance slipped in in the federal, state or local code somewhere, perhaps not? Oh I'm sure it has some bullshit about national security and that's why they don't need permission slips.
oh i forgot...obama's OE's on strong cities and communities dirvative might be the trigger on this....
