So in Africa the people don't want stuff like that. Being "of the earth", they have no use for sanitation, television or all the rest.

And indeed if I went into one of the major African cities I would not see cars (old and rusty), televisions (old tube sets), roads, or any of those things not-of-the-earth.

But if they ever cared, they would suddenly show a genius in these areas of current western interest too, it's just that they don't care and prefer living closer to the earth.
