What about the two British tourists that were shot?
Can someone try connecting dots there ?
Maybe just random walked into wrong neighborhood but who knows its just came out there might be a 2nd shooter ... it seems that place currently is rife with violence

If you go back and do your research, you'll find out that the Columbine Shooting Massacre happened during this period, the Oaklahoma City Bombing occurred during this period & alternate events resulting in similar endings happened during this time also.
