Any laws regarding no-till and how close to residential areas?

Does anyone know? I live in pennsylvania, and I hear the local farmer is going to no till a field right next to my house. Last time he did this was in 2007 and I got sick from the odor from the chemicals he put on the field.

I read somewhere, but have not been able to find it yet, that farmer is supposed to be 500 feet or more away from a house.

Looks like I will be making some phone calls on Monday, all state agencies closed today.
