US, Japan to Set Up "Bilateral Commission on Civil Nuclear Cooperation"

The "Fact Sheet" attached to the Joint Statement by the US president and the visiting Japanese prime minister says the two country will set up a joint commission that "foster comprehensive strategic dialogue and joint activities related to the safe and secure implementation of civil nuclear energy and the response to the accident such as decommissioning and decontamination".

When the word "safe" and the word "secure" are written side by side, I tend to be suspicious these days. That's what the governments of all sizes in Japan have said in just about every communication about the radiation and contamination since the March 11, 2011 nuclear accident - ”安全・安心” safe and secure, or secure and safe.

"Atoms for peace". Certain things never change between the fast allies, nuclear accident or not.

Graffiti on the City Hall Bldg in Akita Prefecture:

"I Will Kill Myself If You Accept Radioactive Debris"

Spray-painted in red on the wall of the City Hall building in Odate City in Akita Prefecture. The city is considering accepting the disaster debris from Iwate and Miyagi.

Ironically, the city had been accepting the incinerator ashes from Nagareyama City in Chiba, until the ashes were found with 28,100 becquerels/kg of radioactive cesium in July last year.

More ironically, the ashes from the wood pellets that the city uses and recommends for wood stoves to "fight global warming by reducing CO2" (according to Hokuroku Shinbun, local newspaper 3/17/2012 article) have been found with radioactive cesium exceeding 1,000 becquerels/kg. The pellets were made from local wood. The pellets were made from scots pine (Pinus sylvestris) imported from Europe.

The city has its own problem of radioactive ashes before it can take care of someone else's problem......

Hiroaki Koide: "Adults in Japan Should Eat Contaminated Food" to Atone for the Sins of Having Allowed Nuke Power

During the press conference in New York after the lecture on the status of Fukushima Nuclear Power Plant accident and radiation contamination in Japan, Dr. Koide of Kyoto University repeated his mantra (or curse, to many Japanese) that the food contaminated with radioactive materials from Fukushima should be consumed by adults who have allowed the nuclear power plants.

In its report, the WHO said residents living near the stricken Fukushima No. 1 nuclear power plant northeast of Tokyo were exposed to whole-body doses of between 10 and 50 millisieverts following the disaster last year.

The estimates are higher than corresponding figures released in Japan, triggering a complaint from the government that the WHO had not done its homework properly.

As you see, Goshi Hosono climbing up the narrow stairs to the operation floor of the Reactor 4 building at Fukushima I Nuclear Power Plant or TEPCO releasing data on the Reactor 4 building not tilting didn't impress anyone at all. (No surprise there.)

Here's an article on New York Times, written by its Japan-based reporter Hiroko Tabuchi and published on May 26, 2012, highlighting that the "public’s fears about the pool have grown in recent months as some scientists have warned that it has the most potential for setting off a new catastrophe".

The article quotes only Hiroaki Koide of Kyoto University as one of the scientists who have been raising concerns about Reactor 4 in recent months.

mentions the fear that has been circulating for several months about a catastrophe if the Spent Fuel Pool of Reactor 4 collapses, although for some reason the current version of the article linked below dropped the mention of "amplified over the Web" from the opening sentence of the 10th paragraph from the top, after "The fears over the pool at Reactor No. 4".

The version that I read had the phrase. Minor details. (Part of the article that still contains that phrase can be seen at ENENEWS.)

Stanford Researchers Found Radioactive Cesium of #Fukushima Origin in Pacific Bluefin Tuna Off California Coast

The researchers from Stanford University, California caught 15 tuna fish off the coast of southern California last August and measured radioactive cesium-134 and 137.

9 months later, it is in the news now that their research paper has finally been published in The Proceedings of the National Academy of Sciences.

Neither the Wall Street Journal article below, or Reuters', mentions the exact numbers for radioactive cesium, but Japan's Kyodo News does:

Cesium-134: 4 Bq/kg
Cesium-137: 6.3 Bq/kg

The Stanford researchers think the fish were in the Japanese water about a month after the accident started.

Daniel Madigan, who led the study, said they were surprised to find cesium at all, and that it was found in all samples they collected and tested ... more ... .

4 More Thermocouples May Be Going Bad in Reactor 2 at #Fukushima I Nuke Plant


It looks like four more thermocouples inside the Reactor 2 Containment Vessel are failing:


•return air drywell cooler(TE-16-114A)

•return air drywell cooler(TE-16-114D)

•supply air D/W cooler(TE-16-114F#1)

•supply air D/W cooler(TE-16-114H#1)


The locations of these thermocouples can be (sort of) figured out with this TEPCO document, as of April 25, 2012 (I put the red rectangles around the failing thermocouples):

.... I don't know why there is no robot by now that can do such a work.

Unlike Reactor 4, where carbon-based human workers routinely enter and work in the radiation levels measured in microsievert/hour, Reactors 1, 2 and 3 have much higher radiation levels measured in millisievert or even sievert/hour.

Upper floors of Reactors 1, 2 and 3 are too radioactive for human workers, and even the robot (Quince) was left stranded in Reactor 2's 3rd floor because of high radiation that precluded the rescue mission. .... more .... `.

1,200 join suit against Genkai atomic plant

SAGA — Another 1,200 people have joined a lawsuit seeking the closure of the Genkai atomic plant in Saga Prefecture, bringing the number of plaintiffs to around 4,200, the most for any current lawsuit against a nuclear facility.


The suit was initially filed with the Saga District Court on Jan. 31 against both the central government and Kyushu Electric Power Co., operator of the Genkai plant, by 1,700 people. By March, plaintiffs numbered roughly 3,000.

The plaintiffs are led by Akira Hasegawa, a former president of Saga University.

"I hope we can shed light on problems concerning Japan's nuclear power operations, which are characterized as 'a private-sector business under state policy,' through the court debates," Hasegawa told a meeting of the plaintiffs Wednesday.

More plaintiffs are expected to join, possibly in August, lawyers handling the suit said.

The plaintiffs argue that restarting the plant's idled reactors would violate their right to "wholesome" living as guaranteed in Article 25 of the Constitution.

Another group of around 300 residents around the Genkai plant filed a suit against Kyushu Electric in December, demanding that the utility shut down the plant.... more ...

This is bizzare , yet I have seen dogs responding to earth quakes as captured on a survaillance camera : their effective 'warning' was about two seconds before the earthquake started ( a 7 + one ) , not a real help .

A Japanese City to Adopt Animal Behavior as Earthquake Predictor


... such as chickens squawking loud for no good reason.

Probably better predictor than Japan Meteorological Agency, whose seismograph reportedly went overscale and couldn't issue an accurate measurement of the size of the March 11, 2011 earthquake in a timely manner and totally screwed up on the tsunami warning.

The city, Susaki City, is located on the coastal area of Kochi Prefecture in Shikoku Island.

#Fukushima Reactor 4 SFP Secondary Cooling System Motor Burned Out


Cause unknown so far. This is the motor for the secondary cooling system for the Reactor 4 spent fuel pool (see the diagram below, circled in red), installed outdoors : ...


Now look at the motor melted wiring , it`s not like being severed by a long burn but by a ... cut , an explosion .

How do you cool/add-water UPSTAIRS in the Radioactive Rods Pool when the PIPING and Drainage is BROKEN allowing for only 40 centimeters of water ?? Of course they need to pump water continiously .

".... TEPCO seeks to reduce groundwater flowing into reactor buildings

TOKYO (Kyodo) -- The operator of the crisis-hit Fukushima Daiichi nuclear power plant said Monday it aims to halve the amount of groundwater flowing into the reactor buildings by building about a dozen pumping wells.

The groundwater currently gets mixed with highly radioactive water accumulating inside the reactor buildings and adjacent reactor turbine buildings, resulting in an increase in the total amount of contaminated water at the plant.

Tokyo Electric Power Co. thus wants to use the wells to direct part of the groundwater into the Pacific Ocean, likely to be about 1,000 tons per day, before all of the groundwater flows into the reactor buildings and elsewhere.

The utility known as TEPCO would check the contamination level of the groundwater before releasing it into the sea.

"By creating a groundwater bypass, the amount of water flowing (into the Nos. 1 to 4) reactor buildings is expected to be reduced by about 50 percent," TEPCO said in a paper submitted to a meeting of the company and the government to check the progress toward scrapping the four reactors " .... more ...
