I hope this buoy is faulty, because it drops 150 meters down and 25 meters up! This is insane!

buoy 55015 is on the other side of australia, from the sumatra quake today...

what's that mean? why would there be such activity on the far side and not the near side?

I have two theories:
1. Buoy is faulty
2. Haarp device sent a big and nasty beam into this area to trigger a devastating earthquake and tsunami.
