I suppose its possible. But there are enough law enforcement officers there to surround that entire building x 100 If the police didn't know ahead of time this fire was going to happen..I suppose after they threw the tear gas in there, perhaps HE could have started the fire in order to cause a diversion and escape somehow as they were scurrying around trying to get a fire truck out there.
