Secret Service have high level intel, they hear and see things they are never to repeat.

Even a low level stooge in the Secret Service can open a Security hole in coverage of V.I.P.'s

Columbia allows sex trade in designated "tolerance zones." Outside of those zones, the sex trade is illegal.

With that said, either the hotel where the Secret Service were staying is part of the tolerance zone or the entire event was manufactured. Why? Because the prostitutes made a big scene and refused to leave knowing full well that the cops would be called. So unless they had no reason to fear the cops they would not have acted that way.

And I seriously doubt that the hotel where the Secret Service were staying would be within the tolerance zone for prostitution.
