You will find that cash in the palaces of the 1%ers, that are the ruling class dictators, guerrillas, or in drug cartels of the above 1%ers. Food that is given is stolen by rebels or ends up stolen and sold at village markets.
The only help most 3rd world countries really get is from Christian missionaries that take it right to the people and live there with them.
