Ahead of a foreign ministers' meeting on Syria in Paris on Thursday, Sarkozy also said that he was convinced that China and Russia would drop their support for Damascus if the international community showed unity.

"Bashar al-Assad is lying ... He wants to wipe Homs off the map just like (former Libyan President Muammar) Gaddafi wanted to destroy Benghazi," Sarkozy said.

Assad must do this, Assad has to do that.

But the FSA, do not have to abide by any ceasefire agreement.

“It’s important that Syria has become an item on NATO’s working calendar,” Davutoglu told a small number of reporters who traveled with him to Brussels. “This time last year we had been talking about Libya and now Syria is on our agenda.”

Developments in Syria, especially those that have occurred since the implementation of the Annan peace plan, which resulted in a fragile cease-fire in the turmoil-hit country, were discussed during the dinner for NATO foreign and defense ministers yesterday.

Syrian security forces have opened fire on anti-regime demonstrators surrounding the cars of a UN team meant to monitor a shaky ceasefire, sending the observers speeding off and protesters dashing for cover, according to activists and amateur videos.

Turkish Foreign Minister Ahmet Davutoglu has given a detailed briefing on Syria during a meeting with his NATO counterparts in Brussels, Turkish diplomatic sources said Thursday.

Sources quoted Davutoglu as telling his NATO foreign and defense ministers that the Syrian regime had "abused a chance offered by the Annan plan," which included a government cease-fire and dialogue with the opposition groups.

Syrian opposition trying to derail peace plan: Russian FM PDF Print E-mail
Thursday, 19 April 2012 00:00

MOSCOW. — Russia accused the Syrian opposition yesterday of trying to derail UN-Arab League envoy Kofi Annan’s peace plan.
“Recently, mass media reports have proved that the armed opposition is making attempts to organise provocations in order to wreck reconciliation,” Russian Foreign Minister Sergei Lavrov was quoted by the Itar-Tass news agency as saying. Lavrov said some people would like to see Annan’s plan fail in the hope of creating other scenarios, which implied primarily the use of force.
The Russian top diplomat said the leading opposition forces, including the Syrian National Council, had not officially agreed to Annan’s peace plan, which was accepted by the Damascus government.
Moscow was concerned over the ongoing attempts to privatise Annan’s plan and grant function to assess the fulfilment of the plan to self-created structures, such as the Friends of Syria group, Lavrov said.

French Foreign Minister Alain Juppe says "The regime is not living up to its undertakings. The ceasefire is not being respected,"

"Can we deploy an effective observer force on the ground, which would have numbers? We'd need at least 300 to 400 robust, well-equipped observers with the means to travel around the country,"

"Our second objective: if that is not possible within a certain timeframe, what other measures or initiatives can we take to end the massacre."
