Even if the guy was drunk AND woefully lost, the bags should not have been on the truck in such a manner as to just be flying off. No way, no how. not to mention, hazmat supposedly already cleaned it up the previous time it was closed. but now people are supposed to believe it's just floating around the roadway? |

And rain, if anything, would have insured that the Sulphur did not become airborne, I would hypothesize. |
