Its not in his garage, HE DOESNT HAVE ONE, its in his back yard and that spray paint and welding and all that stuff is dangerous and my garden is right next to his, The only day he stopped was christmas day. He is not trying to make ends meet as he is a builder and this shit he is doing is illegal and should be done in an industrial area.

you should go talk to him in person rather than reporting him. but don't go over and get angry. stay calm. calmly say that you have noticed the fumes and chemicals spraying. say that you are concernced for your safety, your kids' safety, your neighbours etc. hopefully, he will listen to you with an open mind, and take suggestions regarding safe ventilation.

if he is not open to hearing your point of view, the next step is to go to your neighbours. ask if it is bothering them? did they know about it? have the neighbours as a group go to him and express their concerns. again, calmly, not as an angry mob.

the last step would be to go to the council.

you have to work your way up. don't go in with guns blazing from the get go.

All you have to do is test your soil for lead.
If he really is welding as much as you say he is... then he is spreading lead dust everywhere.
