I think this has to be analyzed by understanding things at the bureaucratic or higher organization level. What happens when an individual within such an organization screws up badly and can no longer function in their position? They are transferred to some other department! The lack of consequences or appropriate punitive action to bureaucratic individuals extends up to the organizaitonal level - very seldom will a governmental body higher up in a hierarchy try to completely eliminate a department when it is dysfunctional. Instead, they will shuffle responsibilites and jurisdictions around, create sub-departments, etc. Just an endless juggling and passing the buck. So really what your seeing is this "new and improved" gee whiz buck rogers type agency created because nobody in government is willing or able to enforce the discipline on others enough to GET THERE FREAKING JOBS DONE. BTW, I don't think this attitude is limited to Government, or even large Corporations, but I see it mostly as an extension of modern slacker-retard culture. In summary, the creation of more and more bureaucracies to handle basically the same things is a sign of weakness, not strength. |
