In all fairness, I was reading those scenarios in the second white paper that was shown and it looked like a lot of speculating of different government response approaches. The whole notion (no. 2 in the list) of taxing conspiracy theorists was laughable. The paper goes on to indicate Sunstein's, et al favor for the last three which had to do with counter-information campaigns.

IF the excerpts that I saw were reflective of the rest of the writings, they seem like poorly thought out responses from an ad hoc think tank (Sunstein, et al) commissioned by whoever. It is the "whoever" that Luke AND I would like to know more about.
