Interesting idea OP, I would add that dna and genomic banks are also designed to take current dna in case of mass global disaster to repopulate earth. recall that there were dna checkpoints where it was extracted from drivers and also a forced dna extraction in police depts where a civilian can be strapped to a bed to extract dna and blood samples for DUI type offences, all to create a whole new world..:

I also think the svaalsbard seed bank which only holds the best organic seeds will be for the dupply of the elite only, whilst the rest of the new world population will be fed gmo and other food that is less nourishing in order to maintain their grip and health. Women and men will also he separated, with women being the esclusive use of the elites, and men being gay or turned to procreate.
