Haven't had time nor the desire to trace what signal they are sending, but basically, it means the next step to their plan has now been accomplished, now the next move is up to you - that would be the TPTB that is instructed to act when he receives information of a signal event - otherwise, they just are passing money amongst themselves building non profit meuseums to elevate themselves to their godhood stature, nah, I don't think so.
