Firstly they are called kilts, and secondly they are worn by Scotsmen who historically originate from the Celts, not Anglo Saxons. Just about every police force and public organization has a tartan, which men actually wear, when going to the pub. Kilts are so ubiquitous that even villages and provinces have their own colours.
