Bush was marking the end of major military operations which was correct. We swept away the Iraqi army and secured all major objectives. The years after that were a disaster of a police/occupation policy.

In both Iraq and Afghanistan the US military took over the countries with remarkable speed and skill. The problems came once they completed their initial objectives and turned to nation building.

You conveniently overlook the 1 million dead Iraqi's,destruction of property and precious artifacts. Not to mention the fact that the Shia who were Americas foes and still hate America now run Iraq.
