Everywhere it says "soft" means, essentially, that the delegates are free to vote any way they choose. Remember, the process to select a nominee is INTERNAL, or within the party. The primaries don't mean much. For instance, a huge number of Democrats voted for Santorum in Michigan's primary. The Republic nominee will not be decided by those Democrats. It's at the county and level conventions that the delegates are elected. The primaries are little more than party marketing gimmicks. That's where the power structure pimps Obama or Romney. The local conventions are the grass roots vs. the power structure. Ron Paul has spent a LOT of time traveling and speaking to the grass roots. Many so called Romney delegates (as a result of primaries) are actually Ron Paul supporters. If they are 'committed' delegates, they must vote for Romney in the first round of the nomination process at the national convention. If they are 'soft', they vote their conscience. If Romney doesn't have enough 'committed' delegates to take it in the first round, then that's where all of the delegates (committed and soft) can vote for whomever they want. It's takes a plurality of delegates from four states to put Ron Paul's name in the nomination process and he has that. So, watch for the second round of voting. That's where the truth is revealed and you'll see who has what support.
