Well they did have the right to search the house because he could of been making bombs down there for all they know. They are just trying to keep people safe.

Kick his door in and search it. If the cops are wrong, replace the door and any damage, compensate him for getting it wrong and congratulate him publically and also apologise for fucking up, praise him for being a good citizen just trying to keep him and his family safe in a bunker.

Building code enforcement in Austin are a bunch of fucking nazis. They'll come on your property unannounced and without permission. Usually they're looking for any work you've done on your house that adds to your square footage (which they then document in order to raise your property taxes, more square footage = new home value assesment = higher property taxes) and they'll fine you *big time* for doing anything without a permit.

They actually drive around neighborhoods looking for unpermitted work being done on houses. Property taxes are astronomically high here, and generating more property tax revenue is what drives this kind of behavior by code enforcement.

So, the idea that this guy got fucked with for building an unpermitted basement - yeah, completely plausible in Austin, TX.
