That is typical of leftists - they will nullify enforcement of tax laws on their pet groups. Think of all the left wing "non profit" groups that are basically money laundering operations. NONE of these are taxed properly.

A good example is Habitat for [sub]Humanity. Yes, it is done by "volunteer" labor. However, the IRS is clear that you need to pay taxes on bartered goods or services or payments in kind. HH does not do this! Think of what each construction laborer would cost anyone else pays for it - $15-20/hr x 20 people x100hrs = $35,000. Taxes and SS on that labor would normally be about $7000. That is $7000 for each house built that is not properly paid in taxes!!

That might seem like small potatoes, but it pisses me off because if anyone tried to barter as an individual or independent group (communes, etc) they always get HAMMERED on bartering and in kind payments by the IRS.
