I've found an unussual answer - its both yes and technically no. why is that? well the primary torch actually 'blew out twice - once in 1976 and once in 2004. BUT A 'LANTERN' is also ignited at the same initial time as the primary and is held as the official flame holder andignitor of the torch and as long as the 'lantern' is always lit the torch may be re-lit at any time. the lantern has never been extinguished until the end of the games.
