IIRC rule 38 only applies to winner take all states, like Florida.

Not that it matters, bound delegates who still support RP can abstain from voting on the first round, even if they're bound to R-money.

Just found out last night that the largest security companies are backing Paul. One described him as a huge yaght full of money docking in their ports.
Security companies will triple their hours when Paul starts reducing the gov. giveaways and size.
