The Greek Government Will Run Out Of Cash In A Few Weeks, And Is Drawing Up Emergency Measures

The next tranche of Greek aid remains up in the air, and tax collections (surprise!) running vastly below expectations, so Greece is urgently trying to come up with a solution to fund itself as it sees its cash pile rapidly dwindling.

Ekathimerini has a good report on the situation:

The public coffers are seen running dry at the end of June, but this will depend on two key factors. First, revenue collection: In the first 10 days of May, inflows were about 15 percent lower than projected but there are fears that the slide may reach 50 percent. The GAO will have a picture for the first 20 days on May 23, while the last three days of the month are considered crucial, when 1.5 billion euros of the month’s budgeted total of 3.6 billion are expected to flow in.

Second, whether the IMF and EFSF installments are disbursed: This is not certain, as the decision will be purely political for both providers and evidently partly linked to political developments. Earlier this month the eurozone approved a disbursement 1 billion short of the 5 billion euros that were expected.

If the rest of Europe doesn't back down and agree to this, then the ECB will have to make a huge decision.

The mechanism for this will be the ECB excluding the Greek central bank from TARGET2, the regional payments and settlement system. Although this might look like a technical decision about monetary plumb-ing, the ECB will elevate this to the Euro area heads of state. It will be the most important political decision since EMU’s launch.

INTRODUCING THE 'GEURO': A Radical New Currency Idea To Solve All Of Greece's Problems

Here's a radical new idea from former Deutsche Bank Chief Economist and current Senior Advisor Thomas Mayer, based on the facts that a) Greeks don't want to leave the euro and b) they also don't want to continue with the Troika bailout programs as they are currently constituted.

All of the talk to date has been of a binary option for the eurozone between a cooperative Greek government that gets to stay in the euro and a non-cooperative one (presumably led by the likes of Syriza boss Alexis Tsipras) having to exit the euro.

But maybe there's a third option, just because the stakes are so high here. The rest of the eurozone doesn't want to see a Greek exit because of the potential for other countries following suit (whether they contemplate leaving as well or experience similar runs on bank deposits), which would be disastrous.

What would that middle ground look like? According to Mayer, the Troika could decide on "a partial stop in financial assistance, with continuing support for debt service needs and the Greek banking sector but no further support for the financing of the government’s primary expenses."

Thus, the "Geuro" is born:

Assuming that the Greek government is unable to quickly balance its primary budget, a plausible response of the government to the shortage of euro cash as a result of the end of financial transfers would be to issue debtor notes (IoUs) to its creditors, promising payment as soon as fresh euro cash would become available. As creditors lacking euro cash would have to use the IoUs to settle their own bills, these instruments would assume the role of a parallel currency (let’s call it Geuro).

The Geuro would probably quickly be used in most domestic transactions. For the purchase of essential imports, Geuros would have to be exchanged against euros, most likely at a hefty discount of 50% or more. Since an increasing number of domestic goods, services and wages would be paid in devalued Geuros, the export sector could reduce its prices in euro and regain competitiveness against foreign suppliers. The exchange rate of the Geuro relative to the euro would be determined by the primary budget gap of the government that is being filled by Geuro issuance. Political pressure could build for more prudent policies as Greek residents saw their terms of trade decline.

Shipping industry have a relaxed taxation system by the state something that the left forces are thinking of changing. Cant say something for sure, but Syriza seems to gaining a lot of momentum with the public employees too, who know that if a pro-bailout govt is formed 150.000 of them are about to get the sack. Interesting times.

How about the topic of the Euro...do you feel the majority of people you know only feel comfortable with the euro, and would be willing to accept the rest of the difficult package just to stay with the EU?

(and yes, I expect there to be propaganda, strongarming, blackmail, payoffs and the whole gammut of corruption to try and keep Greece in the EU, lest their exit inspire Spain, Ireland and others to do the same)

Cut the rating of Spanish banks and the poor results of the largest Portuguese banks have caused a loss of more than EUR 660 million in capitalization of the BES , the Millenium bcp and the BPI .

Within a year, the market value of the BES, Millennium bcp and the BPI fell 61%. Only at the end of last week, after the rating of Spanish banks have been revised downwards again, the three Portuguese private banks lost more than 660 million in market capitalization.

BES was the bank most penalized, having lost about 570 million of value in exchange, as a result of a fall of 22.26% in the share price.

Millennium bcp, that seemed no longer able to fall much more, yet depreciated 4.85%, with its share to fall up to 9.6 cents.

I know it's hard for you guys outside Greece to get an honest view of the things happening here. I mean, even a large number of Greeks have no idea of what is really going on. You have to dig really deep to see the truth.
Regarding the euro question, I have already stated some views in my thread about what is really happening here. I don't believe the 80% number stated by the Greek MSM. In alternative and independent blogs 80-85% of the Greeks want drachma. In the MSM 80% of the Greeks want euro. The truth is somewhere in the middle methinks. Rich want the euro, no doubt about that because they got more rich with it. Low and middle class Greeks just want a decent living. Be that with the euro or the drachma they don't care, but they are probably a bit scared what the transition from euro to drachma will bring to the table, so i think is more like 50-50 for now.
What's your opinion about Tsipras BZ? He seems to get a good amount of coverage in the US that no other Greek politician is getting. Not so negative at least compared with the coverage he gets in Europe, which leads me to suspect that Tsipras is USA's next man in Greece for the final part of this play. Time will tell though.

PIMCO CEO and co-CIO Mohamed El-Erian told Bloomberg Radio earlier today that a Greek exit from the euro currency is now "probably inevitable," and that Europe, Greece, and the international community should begin preparing contingency plans.

"A Greek exit will be expensive and messy. It's probably inevitable, and therefore we should plan for it. And plan for it is not just the Greek government planning for it. The EU needs to find a way to allow Greece to exit the eurozone but remain with the EU to access funds to stabilize the situation."

He emphasized that this is probably the best of only bad options left on the table for the struggling country:

"The legacy issues are going to be there, but what you've got to offer the Greek people is the hope and hopefully the reality of things getting better in the next 3 to 5 years, and you can only do that through a fundamental change of the set-up right now."...

That of course refers to comments from Greek leader Papademos this afternoon about the prospects of a Grexit being real and costly.
